Remove background color on html element #8

The custom background color (the black color) I chose does not fill the whole page:

This commits removes the background color from the html element so the background color fills the whole page

The color sort of reduces the effects of the flash before the options load. A commit I made moved the default color to html without changing the style is added by newtab.js. Changing that would be a better solution.
