Missing workshop module in 1.11

I have a 1.11.1 installation and all parts that are supposed to have a workshop module don't have one.

When I try to build a small craft with workshop onboard, the EL module to open ui is missing.

This sounds very much like you do not have ModuleManager installed. It is EL's only hard requirement.
