Make EPL pads work in the background (when not focused) #81

Sorry, I misrepresented myself. I am not against background builds themselves; I too very much want them. My problem is I want to use more resources (eg, ElectricCharge) while building, and that just will not work properly in the background due to the variability of supply (eclipse etc for solar panels). Sure things could be improved along the way, but I really wanted to avoid thrashing around with the design.

That said, I have begun thinking that maybe people would be less upset with design thrashing than they are with not having the facility in the first place.
