I've had incidents where I would enter the vicinity of a space center (most likely by spawning there from the VAB or Tracking Station) and I would meet the lights on or off when they shouldn't be. The condition is easy to reproduce: Have the KSC on one side of the terminator; spawn at a base on the other side of the terminator.
This is a small issue which I believe can be dampened by doing a quicksave and quickload. Otherwise I have to timewarp a day or night for this module to catch up to the time of day where the active vessel is.
