Please don't delete old versions from PyPi #203

What steps will reproduce the problem?
1. Try to install version 0.7.1 from PyPi

What is the expected output? What do you see instead?

It fails.

Please provide any additional information below.

Please don't delete old versions from PyPi. When you're trying make a 
reproducible build process it's very annoying if the upstream eggs vanish.

Agreed. We specify version numbers on dependencies to help prevent unexpected 
upgrades. I appreciate that we should upgrade to the latest version as soon as 
possible, but the timing really needs to be under our control.
