implement iMouse::setCursorType for windows #355

and also add some more cursor types

splitter horizontal
splitter vertical
text edit cursor
open hand (indicated drag is possible)
closed hand (indicated drag)
closed hand ok (drop ok)
closed hand denied (drop not allowed)
