VS Tools do not work on VS 2013 #413

What steps will reproduce the problem?
1. Try to run custom tool on VS 2013. Installer fails 
2. Existing fix posted earlier for VS 2012 does not work even when updated to 
point to latest pathts

What is the expected output? What do you see instead?
Tool functions

What version of the product are you using? On what operating system?
Windows 7, VS2013
