Pinned pipeline container versions #3

Want more control over the versions used in the data pipeline from marax to influx. Seems like in the process of updating alpine the timezone data went missing so explicitly set it to UTC.

Also had some trouble provisioning grafana 7.5.3 without some empty directories, so fixed that too
