This PR will have the following changes:

[x] batching for neighborhood updating;
[x] parameters learning;
[x] post-processing of learned parameters.

Looks good! Do you have any results to show trajectories with and without learning, or to demonstrate the epi-plot tools youve added? Also am I right in thinking that we have not yet included any inflation.

Sure, some results have been just shared to you on Slack. I didn't get improved performance by adding inflation but I'll further explore that after we merge this PR.
