Issues raised in (June 7th) #89

A Possibly incomplete list of tasks from the meeting Bugs that need fixing/testing:

[x] Probabilities sum - to - one testing after DA (data assimilation) @odunbar
[x] Remove capacity of health service (then either remove wait list entirely or remove the reset to 'I' if on wait list) @glwagner

Imminently required features:

[ ] Truncated EAKF to replace EAKF @jinlong83
[ ] Learnable exogenous infection rate on user network and Master equations. @odunbar
[x] Decouple the DA and observations, so DA is less frequent (this will require storage of the static contact networks)
[ ] Accuracy plot, User network size (fraction) vs number of tests. Plotting the correct classification of I and E. @agarbuno

Other features:

~~Rather than removing the HealthService patient_capacity, I’m going to set the default capacity to np.inf. Some minor changes will be needed to adjust the default behavior of ContactSimulator.~~

I removed patient_capacity. It'd be easy to reintroduce this in the future.
