fix the false expression downlevel-revealed conditional comment bug in documentMode #156

some page make add the false expession ownlevel-revealed conditional comment 
before the DTD, like:
http://www.usa.canon.com/cusa/home

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"

must ignore these conditional comments.
