Update the power monitoring plugin to generate a usage summary report. The report should sum all power consumption (cpu and cpu) for each process id and report the following fields:

Process ID
Program executed (should include the full command line so we can distinguish different plugins)
Start Time (first power monitoring event time stamp for the process)
End Time (last power monitoring event time stamp for the process)
Total Power Consumption (CPU)
Total Power Consumption (GPU)

This is now in main
