End point to retrieve System History of changes. Tasks:

[ ] Update open-api specification
[ ] Implement resource endpoint
[ ] Implement service layer method
[ ] manual testing with multiple operations
[ ] create PRs for merge of service code and openapi repo
[ ] merge java service code to branch "local"
[ ] merge open-api spec to branch dev
[ ] update and build the java client
[ ] deploy to DEV
[ ] implement service level test for multiple operations
