Implement JOB_ERROR_MESSAGE notifications

Determine the appropriate level of detail that job error message notifications should have and implement those. Pay special attention to:

• Avoid inundating callers with many messages
• Avoid sending multiple message for the same incident or problem
• Try to make the messages actionable on the user's part
