Adding a more detailed analysis of this document's copyright status, making the argument that it's actually in the public domain in the United States for a few different reasons (Referring to the version of US copyright law that existed at that time and also making references to the requirements in FARS.) Also changing the comment about Distribution Statement A to be more of arguing in the alternative: https://en.wikipedia.org/wiki/Argument_in_the_alternative
Good point. I'd not considered that and am not sure what it best. Perhaps it could be re-worded entirely to avoid the problem, like "This document was not registered with the U.S. Copyright Office at any point" or something.
