(l10n): Add Korean translation #301

Description

Add Korean translation

  1. If the original text does not contain periods, do not add periods, even if this does not conform to the Korean spelling standard.

  2. For 413 errors, refer to the context in RFC 9110.

  3. If the original text mentions "URL," retain this term and do not change it to "URI".
