This PR introduces "Alerting" documentation page to a "Monitoring" section. Contents are based on this repo alerts.yml example file and are expected to be updated together with it.
This PR also introduces several minor fixes and reworks in example alert file.
This PR also fixes links in another documentation page: grafana_dashboard.rst. The issue was found while working on "Alerting" page.
