Add cqueues rockspec and packages #6

Rockspec is available from https://luarocks.org/manifests/daurnimator/cqueues-scm-51.rockspec See https://github.com/tarantool/tarantool/pull/1204 for details.

This rockspec can't be build by our rockspec to deb/rpm tool, therefor a custom ROM spec and Debian rules are required to get package.

Packages blocked by https://github.com/wahern/cqueues/issues/113

Can't get this module installed on Mac OS X, please re-test the spec.
