Here are 2 follow-ups for https://github.com/tarantool/tarantool/issues/7327:

• debug: add assertions of ASAN version to non ASAN
• ibuf: add ibuf_discard (it is used in PR https://github.com/tarantool/tarantool/pull/9272)
