dbapi: Implement .callproc() method #171

There is nothing like SQL/PSM procedures in tarantool now. They have input, output and input/output arguments and a result set (or result sets) as resulting value.

And I doubt that we'll see something like this in tarantool in a foreseeable future. Nothing to track here so, closing.
