Fix docbot and create all the doc tickets which were missed #395

TarantoolBot is not working in this repository somewhy. Need to fix it and open all the missed doc tickets.

The webhook event redelivery doesn't help, I still get 500. I suspect that there is a problem with parsing particular commit messages. I filed https://github.com/tarantool/docbot/issues/14 on it, when I saw it last time.

I fixed the problem in https://github.com/tarantool/docbot/pull/24, the service was auto-redeployed (thanks to the developer experience team!) and I was tried to redeliver a recent paylod. The following issues were opened:
