1) Swapped out GNU Public license for MIT Licence
File.
2) Updated license declaration in LDAR sim src files
3) Updated license declaration in Readme.md and added
clause for license change, where previous versions
should use GNU Public License.
4) Removed version from PYproj in requirements file
which was causing install errors in Conda.
5) Updated Dev Enviroment setup instructions
to combine Conda Env creation and installation,
which reduces the number of times Python is installed
