Update to change the way natural repair works. A single number ('NRd') representing days to natural repair is assigned to each leak when it begins leaking.

Interim solution For now, operator_agent.py is defunct and 'consider_operator' should be False for all programs. Future work is actively ongoing to continue improving on NR.
