Equipment scale and OGI camera #35

A few important changes:

  1. Incorporation of equipment scale functionality for screening technologies (option between equipment and site level measurement).
  2. Addition of an OGI "camera" that can crew can call and use
  3. Built an "aggregator" that aggregates emissions from leaks to equipment and sites called by any method

Outstanding:

  1. Still need to incorporate SVL and MVL so that certain types of systems can do "instant follow up"
