This adds ingestion infrastructure for the Barklem and Collet 2016.

The mirrored data lives in https://github.com/tardis-sn/carsus-data-molecules-barklem2016, and if no destination is specified for the reader, it is grabbed from there.

Testing and notebook documentation is included.
