Add lockfile from Tardis and add Tardis as a dependency within lockfile

This pull request adds the lockfiles from the tardis repo and adds a line to each with the respective location to download tardis as a dependency. See linux and mac.

One thing to point out is that the tardis dependency is downloaded from anaconda, although it is the identical version from github prior to this PR.

This significantly simplifies the installation process. See the updated installation docs here.
