New status overlay

[ichthyosaurus]

• add a background and improve visibility
• disable zooming when the overlay is shown
• rewrite ErrorContactDevRectangle inline, remove old component
• simplify the code a little

(I didn't rewrite the whole file; Github just doesn't realize the file was renamed.)
