Named parameters do not decode properly #34

Likely a Cake bug. However, since the upgrade to 2.0.6, the URL shifts/calendarView/calendar%3A7 does not work, whereas shifts/calendarView/calendar:7 does.

It seems that there is a urldecode missing somewhere.

Upgrading cake to 2.1.1 does not help.

I've asked cakeDC for help with this, so we'll see if they can help find the problem.
