Improvement: Version-independent arXiv paper URL #120

Summary

Current URL in tweet specify specific-version paper.
Paper could be updated, so tweet could be "old" in future.
Version-independent URL resolve it and make tweet live long.

Current status

1912.02613v3 specify version as "v3", so it is linked to "paper version3".

Problem

In future, latest version could be 4, 5 and more.
In that case, this tweet become old.
