feat: Allow for custom Jira Domains

Description

Atlassian cloud serves up many different domains outside of jira.company.com. This is an easy addition that allows more flexibility for teams with cloud based jira projects.

Motivation and Context

Inability to use anything other than custom hosted Jira project.
