ui: update EP step form destination UX

• Updates padding of No Actions
• Updates wording of No Actions -> No Destinations
• Updates padding of chips and No Destinations
• Updates themeConfig to set margin of text fields to dense. Resolves issue using !important for the past while
• Sets Add Destination button to full width with an Add icon
• Adds a notice that requires confirming when trying to submit creating or editing an escalation policy step with no destinations added
