docs: cleanup and dan overview #22

Description

This deprecates all old RFC's as per pivot to Cerberus. It also provides a new overview of what Dan will be. This overview only provides a very short tl;dr of the dan, and follow-up PRs will improve on the detail going into depth for each section.

Please point out if the overview needs to be expanded or, another section added explain some other missing topic.

Inlcuded these changes in #38; Some of the discussion around network delays etc., are too detailed for an overview, and should be reworked as part of the relevant detailed RFC
