docs: update rfc-0140 #52

Description

For the most part the RFC was pretty much aligned with the code. The only changes:

Updated and expanded the chain_metadata fields.
Minor fixes: document status, year and some minor grammar errors.

Motivation and Context

RFC-0140 must align with the actual code

How Has This Been Tested?
