feat(swarm): json-rpc call to delete instance data fix(swarm/webui): fixed tx pool table

Motivation and Context

Allow an instance's data to be deleted via the Web UI. This can be useful during development.

How Has This Been Tested?

Manually

What process can a PR reviewer use to test or verify this change?

Start a swarm and click delete data on the instance.
