Description

This updates all the Tari libraries in use, and the containers that get fetched.

Motivation and Context

How Has This Been Tested?

Manually on MacOS.

Tor and the Base node connect and sync without issue on the nextnet network.

~It hasn't~

~LaunchPad does not function on my laptop. We don't know why yet.~

Updated to the rc.2 version.

Confirmed Tor and the Basenode are functioning. We can merge this and then I'll move onto removing the wallet and adding the wallet address settings for miners to mine into.
