User is not connected to the tari Network after new build installation of 0.5.27 #866

Describe the bug When a user installed the new build Testnet 0.5.27. The CPU Power and GPU Power runs but the status next to Testnet stays on yellow which means I'm not connected to the Tari network. I have restated the miner multiple times but the problem still remains.

To Reproduce Steps to reproduce the behavior:

  1. Install Testnet 0.5.27
  2. Let the miner run
  3. The CPU and GPU Power should be running
  4. Look at the light next to testnet, it stays on yellow(Not connected to the Tari Network)
  5. User can also go to experimental setting and look nect to debug to confirm if they are connect or not connected to the Tari Network.

Expected behavior When the user installed the miner successfully and the the miner runs, the user should see a green light next to Testnet to indicate that it is connected.

This is also occurring on Windows 11 on app NextNet 0.5.27 universe.zip Please note after another restart now, it started working. I was connected to the network

Did not see this re-occur on Windows 11 for version 0.5.28

Related to the #874 - TCP issue???

@mmrrnn No not related to https://github.com/tari-project/universe/issues/874. This was on a fresh installation but I don't see it happening on the latest build Testnet v0.5.45 on a MacBook Air 13 inch M1 2020.

I mean these 2 issues are caused by the same problem - lack of tcp peers
