fix(ui): restart dialog clarity and move p2p toggle #910

Description

update Cancel to Restart later on RestartDialog
added extra copy to explain that the settings will be stored and applied on the next start up
moved p2pool toggle to mining settings section
tweaked tor settings styling a little
