Background

The ocaml-ci based pipelines on https://gitlab.tezos.ci.dev have the option of cli access to build statuses and logs. See https://github.com/ocurrent/ocaml-ci#remote-api

Summary

Document and setup the right cap files to allow access to tezos-ci builds.

[ ] Update README document with instructions on requesting a cap file and how to use it with the cli
[ ] Investigate cli access for main Octez pipeline, based off this provide access to this pipeline (NOTE it may already work)

Outcome

Given an appropriate cap file a developer / ops person should have access to view logs, build status and rebuild jobs via the cli client.
