Delivery phone number field removes the number 9 if it's the first digit

What steps will reproduce the problem?
1.  Go to delivery screen, enter 91 in the phone number textbox.

What is the expected output? What do you see instead?

Expected to see 91, but instead I see 1, as the 9 has been masked or has some 
special meaning in the text box.

What version of the product are you using? On what operating system?

Please provide any additional information below.

This causes a problem because a phone number can start with 9, ie 917-555-1212.
