updated last-update.html to 24hour format #408

I have changed the time format in last-update.html from 12hr format to 24hr format.

@afaqurk, thanks for your reply. It's because I think the 24 hour format is easier to read for everyone and second to that because I wanted to contribute to your project :)

But I prefer 12-hour format.
