I noticed this during Cinebench R23 runs when comparing Windows (21500 vs MacOS 19500) for my E5 2670 v3.
Windows ignores the AVX offset of 200Mhz completely and boosts to 3100 on all cores the entire time.
In MacOS, I'm seeing 2900 on all cores (hence the lower score). I briefly considered that this may be due to me running a custom Windows ISO (called ReviOS) which somehow manages to ignore the AVX offset in its power management. But my theory right now is that reinjecting some power management info into MacOS messes with the turbo boost unlock.
If you have any info how where to look next to solve this, please let me know.
