Blinker updates #16

Blinker is now integrated but it has a variety of issues.

[ ] refactor the code
[ ] improve overall flow of the code
[x] unify creation of value of origin (eg, use BLINKER instead of Blinker, no spaces)
[x] timex linking should be over entire document
[x] timex linking is broken
[x] fix inefficient rule loading
[ ] figure out what to do with the DCT
[ ] add unit tests

None of this is urgent and it can wait till after the classifier and the merging component are added
