Update LinkMerger to use confidence scores #23

Now we just get a randomly ordered list of all links generated by the classifier. Don't do this till we are happy with how links are evaluated.

This is not quite done yet, but this issue is also listed amongst the Sputlink issues in #20, so we close it here.
