Flexible parameters #33

Allow parameters to be added to the command line and/or the settings file, without changing the core code. These parameters could be used in specialized components. This is probably hard to do for the command line, but should be easy for the settings file.

Done in https://github.com/tarsqi/ttk/commit/14c57f22491ee55b79996ec64693074cbca31628. It turned out that most functionality was already there for the settings file, just added some examples and documentation. Did not attempt to do this through command line options.
