Documentation is embedded in the repository, but it is not viewable as webpages on GitHub. Set up the docs folder so it can be used for that. We need top-level versioning there and some kind of publication script to copy parts or all of the documentation to versioned directories.
In the past I would upload the documentation to timeml.org, but that seemed like a useless exercise in wasting time so I stopped doing that for version 2.2.0.
