HOME - Add functionality for sending out ripples #39

Create a separate page for the site administrator that allows for only the site admin to send out a copy of the ripples to every verified email in the subscribers table. The email should contain a small message, the ripples articles, and the ripples document as an attachment or link (that is if there are issues with sending it out as an attachment)

Ripples can now be sent from the ripples console. The ripples console is only accessible by the site admin.
