ATLAS - Add a description/comment area for periodicity #48

Periodicity needs a comment area of its own. This will also need to be updateable in the edit_bsr page. There is currently no such column in the database, so it will have to be added there.

There is now a "Notes" textarea in the Periodicity Section of the BSR_detail pages. This field is also completely editable.
