Design Stepwise pages #5

This page needs a design to work from. Stepwise process should not change, but everything should be hosted on the site so there will be no need to farm out the prospectus step to google docs, each project should hold all documents relevant to the stepwise process (i.e. project prospectus, uploaded proposals, site visits documents, correspondance/letters, acceptance documents. Additionally, when the user is greeted by this page, they should see everything they need to read/understand the process and how to get started.
