stepwise process view #6

Find a good way to view a particular stepwise page, this page should include the status of the project (what stage of the project is complete as well as what stages are left), a way to submit a prospectus document from the site instead of farming this process out to google, a place to upload a draft proposal when one is ready to be submitted, and a repository for uploading correspondence.

Note: a forum may not be a bad idea, but this would mean implementing user accounts. We want to make sure that not just anyone can upload/view/download these documents.

This has been completed. User accounts have also been implemented.
