Tax for regions #582

SilverStripe version: 3.1 from github

Tax options should have a Regions tab to configure the TAX for each region.

I think you can add GST per region - I will have a look at this. What you could 
do is change the countries into regions.

e.g. 

USA - NY
USA - other states
Spain - Madrid
Spain - Barcelona

etc...

I have created regions so you say.
However, each region has its TAX.
The ecommerce shopping must use the tax of the selected region, instead of 
using the tax of the country, except for the default region, in which case the 
tax would be used for the country specified.
This is a general rule without exceptions.
